Recommendation No. 6 (i).

"The Juvenile Offenders' Ordinance should be amended or preferably replaced by a Children and Youth Persons' Ordinance codifying the law regarding the care and protection of children and young persons and the trial and treatment of young offenders including provision for Approved Schools."

Comments.

Revision of the Juvenile Offenders Ordinance must await further study in the light of the Principal Probation Officer's findings. Meanwhile drastic revision of the Protection of Women and Girls Ordinance is being carried out, and to a considerable extent this will codify and modernise the law regarding the care and protection of children and young persons of both sexes.

Recommendation No. 6 (ii).

"The Industrial and Reformatory Schools Ordinance should be replaced and its main provisions embodied in the proposed Children and Young Persons' Ordinance under "Approved Schools.

Comments. This must await further study by the Principal Probation Officer.

Recommanedation No. 6 (iii).

"Statutory provision should be made for dealing with the

problem of relief."

Comments.

It now appears that statutory provision for dealing with the problem of relief would not in fact be the most effective way, and that it is preferable to rely on appropriate administrative measures.
